Summary

Government Business Services (GBS) is a large business unit within the Cabinet Office with around 610 staff. It brings together back office services across government, and supports the Civil Service with high-volume HR and finance processes, aligned to the Government's modernisation agenda. GBS was established in August 2020, and includes Shared Services, the Government Recruitment Service, Civil Service and Royal Mail Pensions, and the Platforms and Services unit, which supports these. GBS delivers services for over 400,000 civil servants across government. It supports 1.5 million Civil Service and Royal Mail pension scheme members, and provides recruitment services for around 70 percent of the Civil Service.

Government Shared Services (GSS) is a unit within GBS in the Cabinet Office. We support the Cabinet Office’s aims to ensure the delivery of the finest public services, and improve the efficiency of government.

We are the centre of expertise working across departments to make it easier for civil servants to use platforms for HR, finance and payroll. We recently launched the new Shared Services Strategy for Government, which will deliver services that are better value, and cut through processes which cost time and money. Our overarching objectives are:

1) Meeting end-user needs, promoting excellence and convenience for both staff and managers.
2) Delivering value and efficiency, including by separating technology from Service Centres, and including all transactional services.
3) Convergence around processes and data, including the consolidation and modernisation of technology platforms, while maintaining choice for departments.

Through this Strategy, our ambition is to free up civil servants to focus on what they do best: engaging with, and delivering for citizens.”
The Shared Services Strategy specifies 5 Shared Service Centre Clusters. The Delivery Lead - PPM (Project & Programme Management) will be deployed into the Cluster Programmes to support the delivery of these major programmes.

Job description

This is an exciting opportunity to join Government Shared Services in a leadership role, at a pivotal moment in time. You will be working with a highly motivated and passionate group of people, helping to deliver the Shared Services Strategy for Government.

Using your strong leadership, programme delivery experience and communication skills, you will act as an ambassador for GSS, by being embedded into major shared services programmes drive delivery as a project or programme manager, reporting to the Cluster programme management structures and ensuring that the GBS Deputy Directors and Directors responsible for delivery are sighted and informed on progress and risk.

You will need to establish effective and credible working relationships with a diverse range of stakeholders, including Senior Officials, Programme Leads and external suppliers. You will be required to advise, challenge and influence as required to ensure the best outcome for the organisation.

Responsibilities

Person Specification

You will work in a delivery capacity with clusters and their programme teams to develop business cases, delivery approaches, plans, and manage risks, issues, dependencies, constraints, resources, and third party suppliers.

You will lead the analysis of current state operations for the Departments and ALBs of the Cluster, defining requirements, and the specification of SaaS ERP technology and Business Process Outsourcing (BPO) Services.

You will manage the implementation of the SaaS ERP technology and BPO services working with key stakeholders to ensure their needs are met.

You will seek to ensure that the programme delivery meets the requirements of the Shared Service Strategy, promoting strategy implementation against key objectives.

Demonstrating personal accountability by analysing information from multiple sources to support decision making and/or making recommendations for senior decision-makers when necessary.

Proactively building and maintaining strong relationships with a variety of stakeholders.

Play an active leadership role across the wider GBS team and within GSS when representing stakeholder needs.

Our roles are based in different areas within GSS, such as: Policy, Delivery, Overseas and Defence.

Essential Criteria

You will have extensive project and programme management experience gained through participation in Enterprise Resource Planning and outsourcing change programmes.

You will have experience of delivering in project and programme management roles in ERP technology environments, and BPO shared service environments covering back office processes including finance, procurement and HR.

You will have extensive project planning experience and stakeholder management experience including taking stakeholders on the change journey, reporting to the relevant boards on progress and escalating issues and materialising risks effectively.

You will have a proven track record engaging and communicating with stakeholders at all levels, with the ability to influence, challenge and collaborate across boundaries and in sensitive environments.

Strong leadership skills working through others to motivate change, drive an agenda and influence senior leaders.

Proven ability to work with and lead experts, particularly in technology, commercial and analysis to resolve problems, understand challenges and identify actions and solutions.

Experience of developing high performing teams and providing visible and inspirational leadership to the wider organisation, with emphasis on high standards and diversity.

Excellent oral and written communication skills, with an ability to get complex information across in a clear and succinct way.

An understanding of Government Shared Service priorities.

This is a permanent role and is offered to applicants both inside and outside the Civil Service.

This role is at Cabinet Office Grade 6 level with a salary of £60,500 - £65,308. Annual salary increases will depend upon individual performance and contribution to the organisation's success. In addition there will be the opportunity to earn performance related bonuses.

Flexible Working
Flexible working including job-share arrangements may be considered for this role.

Leave allowances 25 days' paid leave per annum, with an incremental rise of 1 per year, to a maximum of 30 days after 5 years. In addition, full-time staff receive eight public holidays and the Queen’s Birthday privilege day as well as competitive maternity, paternity, parental and adoption leave. Existing Civil Servants will retain their current terms annual leave and privilege day entitlement.

Probation Staff new to the Civil Service will normally be required to serve a six month probationary period.

The post will be based in Cabinet Office buildings in Cardiff, Glasgow and York.
