“सरोगेसी रेगुलेशन बिल – 2020″ क्या है?

केंद्रीय मंत्रिमंडल ने “सहायक प्रजनन प्रौद्योगिकी (ART) विनियमन विधेयक – 2020” की मंजूरी दी है

प्रधान मंत्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने सहायक प्रजनन प्रौद्योगिकी (ART) विनियमन विधेयक – 2020 को मंजूरी दी है। यह बिनोमो विनियमन विधेयक क्लीनिकों, बैंकों एवं चिकित्सा सुविधाओं बिनोमो विनियमन के विनियमन व निगरानी हेतु एक रूपरेखा एवं आचार संहिता स्थापित करेगा। इस विधेयक का मसौदा भारतीय चिकित्सा अनुसंधान परिषद (ICMR) द्वारा तैयार किया गया है, जो देश का सर्वोच्च चिकित्सा अनुसंधान निकाय है।

ART बिल की पृष्ठभूमि:बिनोमो विनियमन सरोगेसी (विनियमन) विधेयक, 2019 पर संसद की प्रवर समिति की सिफारिशों के बाद कैबिनेट की मंजूरी आई है। ART बिल के लिए प्रस्ताव सरोगेसी रेगुलेशन बिल और मेडिकल टर्मिनेशन ऑफ प्रेग्नेंसी अमेंडमेंट बिल, 2020 को पेश करने के उपरांत आया है, जिसे पिछले महीने कैबिनेट ने मंजूरी दी बिनोमो विनियमन थी। सरोगेसी रेगुलेशन बिल को संसद की 23 सदस्यीय चुनिंदा समिति को भेजा गया था, जो बिनोमो विनियमन मूलतः राज्यसभा सदस्यों से बनी थी।
